A 3-year effort by the Cook County League of Women Voters Housing Affordability and Residential Desegregation Interest Group, the H.A.R.D. Study asks, “What can Cook County Government do to promote affordable rental housing for families with children while reducing segregation?” The focus is on families with children because studies confirm the clear benefits to children who move to desegregated areas.

The H.A.R.D. Study not only identifies what Cook County can do: there also are many implications for suburban municipalities in terms of planning, compliance, and taxes.
